Article 1. NAME
The name of the Fellowship shall be the “Galilee Bible-Presbyterian Church Youth
Fellowship” (hereinafter referred to as the “Galilee Church Youth Fellowship”,
abbreviated as “GCYF”).

Article 2. ADDRESS
The address of the GCYF shall be the address of Galilee Bible-Presbyterian Church at No. 202, Pandan Gardens, Singapore 609338 or such address as may decided by Galilee Bible-Presbyterian Church.

Article 3. MOTTO
The motto of the GCYF shall be “To know Christ and to make Him known”.

Article 4. OBJECTS
The objects for the GCYF established are:
4.1. To acknowledge God in all that we do.
4.2. To promote Christian love and fellowship among members through praying and
studying God’s word together.
4.3. To provide opportunities for Christian fellowship, godly worship and healthy
activities among the youth.

Article 5. DOCTRINE
5.1. The doctrine of the GCYF shall be the same as that of Galilee Bible-
Presbyterian Church.
5.2. In abbreviated form the chief tenets of the doctrine of the GCYF, apart from
the Apostles’ Creed, shall be as follows:
5.2.1. We believe in the divine, verbal and plenary inspiration of the
Scriptures in the original languages, their consequent inerrancy and
the infallibility, and, as the Word of God, the supreme and final
authority in faith and life;
5.2.2 We believe in one God existing in three co-equal and co-eternal
Persons, Father, Son and Holy Spirit;
5.2.3 We believe that Jesus Christ, the eternal Son of God was conceived
by the Holy Spirit, born of the virgin Mary, and is true Man;
5.2.4 We believe that man was created in the image of God, but sinned
through the fall of Adam, thereby incurring not only the physical death,
but also the spiritual death which is separation from God and all
human beings are born with a sinful nature and become sinners in
thought, word and deed;
5.2.5 We believe that the Lord Jesus Christ died a propitiatory and
expiatory death as a representative and substitutionary sacrifice, and
all who repent of their sins and believe in Him are justified before God
on the grounds of His shed blood;
5.2.6 We believe in the bodily resurrection of our Lord Jesus Christ, in His
ascension into Heaven, and in His exaltation at the right hand of God,
where He intercedes for us as our High Priest and our advocate;
5.2.7 We believe in the personal, visible and pre-millennial return of our
Lord and Saviour Jesus Christ to judge this world and bring peace to
the nations;
5.2.8 We believe that salvation in by grace through faith, not only by works,
and that all who repent and receive the Lord Jesus Christ as their
personal Saviour are born again by the Holy Spirit and thereby
become the children of God;
5.2.9 We believe that the ministry of the Holy Spirit is to glorify the Lord
Jesus Christ and to convict and regenerate the sinner, indwell, guide,
instruct and empower the believer for godly living and service;
5.2.10 We believe that Christ instituted the Sacrament of Baptism for
believers and their children and the Sacrament of the Lord’s Supper,
which sacraments shall be observed by His church until He comes;
5.2.11 We believe in one God existing in three co-equal and co-eternal
Persons, Father, Son and Holy Spirit;
5.2.12 We believe in the real, spiritual unity in Christ of all redeemed by His
precious blood an the necessity of faithfully maintaining the purity of
the Church in the doctrine and life according to the Word of God and
the principle and practice of biblical separation from the apostasy of
the day being spearheaded by the Ecumenical Movement
(2 Corinthians 6: 14-148; Revelation 18: 4).
Be ye not unequally yoked together with unbelievers: for what
fellowship hath righteousness and unrighteousness? And what
communion hath light and darkness? And what concord hath
Christ with Belial? Or what part hath he that believeth with an
infidel? And what agreement hath the temple of God with
idols? For ye are the temple of the God, and they shall be my
people. Wherefore come put from among them, and be ye
separate, saith the Lord, and touch not the unclean (thing) ;
and I will receive you, and will be a Father unto you, and ye
shall be my sons and daughters, saith the Lord Almighty.
2 Corinthians 6: 14-18

her, my people, that ye be not partakers of her sins, and that

Article 6. MEMBERSHIP
6.1. Membership of the GCYF shall be opened to the persons who are between
13 to 21 years of age of the calendar year.
6.2. Only those who are in agreement with and support the Biblical Doctrine of
Galilee Bible-Presbyterian Church and the ordinances set down by the GCYF
are eligible for membership.
6.3. Membership shall be effective from the date of approval till two weeks from the
date of the Annual General Meeting.
6.4. Membership shall be renewed two weeks before the date of the Annual
General Meeting. Application for renewal of membership need not be proposed
or seconded.
6.5. Members may resign from membership in the GCYF by giving a notice in
writing to the Executive Committee.
6.6. If a member is found by the Executive Committee to have acted in a manner
unbecoming of a member and/or by his act or omission will be likely to hinder
the GCYF or render it of ill-repute, the Executive Committee shall have the
power to withdraw his/her membership and have the matter referred to the
Galilee Bible-Presbyterian Church Session.

Article 7. GOVERNMENT
7.1. The government, administration and discipline of the GCYF shall be in
accordance with the provisions of this Constitution and with that of Galilee
Bible-Presbyterian Church.
7.2. The affairs of the GCYF shall be administered by an Executive Committee in
consultation with and on the advice of the Advisor, Supervisor and/or Deacon
In-Charge.

Article 8. EXECUTIVE COMMITTEE
8.1. The GCYF Executive Committee shall consist of the following:
i. The President
ii. Vice-President
iii. Honorary Secretary
iv. Assistant Secretary
v. Honorary Treasurer
vi. Assistant Treasurer
vii. Committee Member
8.2. The Executive Committee may co-opt members of the GCYF or such other
person as it deems fit to serve on any committee.
8.3. The Executive Committee shall meet once a month at such place and time the
President may determine. Emergency meetings are to be convened by the
President.
8.4. A simple majority of the Executive Committee members present shall constitute
a quorum for the Executive Committee Meeting.
8.5. The Executive Committee shall act by consensus or by a simple majority vote
when necessary. The Chairman shall have only the casting vote.

Article 9. ELECTION TO THE GCYF EXECUTIVE COMMITTEE
9.1. Candidates shall be communicant members of the Church and members of the
GCYF.
9.2. The Executive Committee shall nominate candidates for election. Nominations
shall also be submitted by any member of the GCYF to the Executive
Committee.
9.3. Nominations properly proposed and seconded by the GCYF ordinary
members shall be handed to the Executive Committee at least four weeks
before the day of election.
9.4. No person shall hold more than one executive post any one time.
9.5. Proposed Candidates shall be screened by the Galilee Bible-Presbyterian
Church Session to ensure that only those who are in full agreement with the
doctrinal stand of Galilee Bible-Presbyterian Church, in particular with its
Principle and the Practice of Biblical Separation, are considered for nomination
and election to the GCYF Executive Committee.
9.6. Notwithstanding Article 9, clause 9.2, the Executive Committee members shall
be elected at the Annual General Meeting by a majority of votes cast and shall
hold office for a term of one year (1st January to 31st December), but shall be
eligible for re-election.
9.7. They may be elected in absentia, with their written consent.
9.8. The election of the Executive Committee shall be supervised by the Pastor or
an Elder of the Church.

Article 10. POWER AND DUTIES OF OFFICE-BEARERS
10.1. President
10.1.1. shall be the Chairman of the Executive Committee.
10.1.2. shall have the duty to call meetings of the GCYF and of the
Executive Committee.
10.1.3. shall present the Annual Report of the GCYF at its Annual
General Meeting.
10.2. Vice-President
10.2.1. shall assist the President in the discharge of his duties.
10.2.2. shall deputise the President in his absence.
10.2.3. shall maintain the correct and up-to-date records of the GCYF.
10.3. Honorary Secretary
10.3.1. shall conduct all its correspondence.
10.3.2. shall in conjunction with the President prepare the Agenda for all
the Executive Committee meetings.
10.3.3. shall keep and distribute all records of business proceedings.
10.3.4. shall keep a record of attendance of members and friends at all
meetings.
10.3.5. shall write to all meeting or programme absentees.
10.4. Assistant Secretary
10.4.1. shall assist the Secretary in the discharge of his/her duties.
10.4.2. shall deputise the Secretary in his/her absence.
10.5. Honorary Treasurer
10.5.1. shall keep proper records of the funds of GCYF.
10.5.2. shall prepare and present the Statement of Accounts at the
Annual General Meeting. The Statement of Accounts shall be
audited and approved by the elected Auditor at least one week
before the Annual General Meeting (cf. Article 13.3).
10.6. Assistant Treasurer
10.6.1. shall assist the Treasurer in the discharge of his/her duties.
10.6.2. shall deputise the Treasurer in his/her absence.
10.7. Committee Member
10.7.1. shall assist in the assignments of the Executive Committee.

Article 11. LEAVE, EXPULSION AND RESIGNATION
11.1 The Executive Committee shall grant leave of absence to any office-bearer
whenever it is necessary.
11.2 Any office-bearer absenting himself/herself without excuse for four consecutive
business meetings of the Executive Committee shall be considered as follows:
11.2.1. An office-bearer not performing his/her duties satisfactorily and
shall be released from his/her office.
11.2.2. An office-bearer guilty of misconduct in accordance with Article 6,
clause 6.6 and shall be released from his/her office.
11.3 An office-bearer may resign by giving one months’ notice in writing to the
GCYF Executive Committee.
Article 12. MEETINGS
12.1. Fellowship meetings shall ordinarily be held on Saturday at Galilee
Bible-Presbyterian Church, No. 202 Pandan Gardens Singapore 609338 or
such address as might be decided by the Executive Committee and approved
by the Galilee Bible-Presbyterian Church Session.
12.2. General Meetings shall be of two kinds, namely, Annual General Meeting and
Extra-ordinary General Meeting.
12.3. The quorum of the Annual General Meeting and in the election of the Executive
Committee shall be two-thirds (2 ⁄ 3) of all voting members.
12.4. The quorum of the General Meeting in the amendments of the Constitution
shall be two-thirds (2 ⁄ 3) of all voting members.
12.5. The quorum of the General Meeting for all other business shall be a simple
majority of all voting members.
12.6. In the event of the lack of quorum for the General Meeting, the Chairman shall
adjourn the meeting for half an hour (1 ⁄ 2hr.) and should the number then
present be insufficient to form the quorum, those shall constitute the quorum,
but they shall have no power to alter, amend and make addition to any of the
existing rules.
12.7. The election of the President, Vice-President, Honorary Secretary, Assistant
Secretary, Honorary Treasurer, Assistant Treasurer, Committee Member shall
be by secret ballot.
12.8. The President shall be Chairman of the Meeting except for prudential reason,
when the Galilee Bible-Presbyterian Church Session shall appoint one from
among them as Chairman of the Meeting.

Article 13. FINANCE AND AUDIT
13.1. The work and programme of the GCYF shall be supported by freewill
offerings of members and friends.
13.2. The funds of the GCYF shall be used in accordance with the provision of this
Constitution.
13.3. The Statement of Accounts for the Year (cf. Article 9, clause 9.6) as at 31st
December shall be audited and presented to the members at the General
Meeting.
13.4. The Auditor shall be appointed by the general body at the Annual General
Meeting.
13.5. The Auditor need not be a member of the GCYF but shall be at least a
member of Galilee Bible-Presbyterian Church.
13.6. The Auditor shall certify the correctness of the accounts by presentation to the
Annual general Meeting at the end of each financial year which shall end on
31st December.

Article 14. CONDUCT
14.1 Members shall be clean in speech, polite in manners and helpful to others at all
times.
14.2 Members shall give their services freely and cheerfully.
14.3 Members shall be sincere, honest and humble.
14.4 Members shall be regular and punctual for meetings.
14.5 Members shall be neat in appearance and modest in dress.
14.6 Members shall lead a healthy spiritual life.
14.7 Members shall conform to the objects of the GCYF.

Article 15. BY-LAWS
15.1 The Advisory Board shall consist of the Advisor(s) and Deacon(s) who shall be
appointed by the Galilee Bible-Presbyterian Church Session at the assumption
of office of the newly elected Executive Committee.
15.2 Notwithstanding Article 7, clause 7.2, the Advisory Board or the Galilee Bible-
Presbyterian Church Session may take rules not inconsistent with this
Constitution for giving effect to the following matters:
15.2.1. The way and manner of activities of the GCYF shall be shall be
administered.
15.2.2. The management of the funds of the GCYF.
15.3 The Pastor(s) of the Galilee Bible-Presbyterian Church is/are the ex-officio
member(s) of the Advisory Board.

Article 16. AMENDMENTS
16.1. No proposal for amendments to this constitution shall be considered without
the advice and approval of the Galilee Bible-Presbyterian Church Session.
16.2. Proposed amendments shall be made in writing to the Secretary at least one
month before the General Meeting.
16.3. Proposed amendments shall be circulated to the members at least two weeks
before the General Meeting.
16.4. No amendments shall be adopted without at least two-thirds majority votes cast
by those voting members present.
16.5. No amendments adopted in this manner shall come into force until they have
been ratified by the Galilee Bible-Presbyterian Church Session.

Article 17. INTERPRETATION
In the event of any question or matter arising out of point in this Constitution over which there is dispute in meaning or arising out of point which is not expressly provided for in this Constitution, the GCYF Executive Committee or the Advisory Board in consultation with the Galilee Bible-Presbyterian Church Session shall decide in the interpretation to be adopted or necessary steps to be taken.

Article 18. PROHIBITION
Gambling of any kind and playing tools (paikow or mahjong etc.) whether for stakes or not, is
forbidden on the Church’s premises. The introduction of materials for gambling of drug taking
and of bad characters into the premises is prohibited.
